Local basket of indicators: background and history

The LHO was commissioned by the Department of Health to develop a local basket of indicators, following the launch of Tackling health inequalities: programme for action in July 2003. This programme included 12 national headline indicators to monitor health inequalities.

The local basket of health inequalities indicators was released in October 2003. It contained an initial set of 70 indicators as measures of health status or health outcomes, the determinants of health, access to services and process measures in thirteen categories:

  • Employment, poverty and deprivation
  • Housing and homelessness
  • Education
  • Crime
  • Pollution and the physical environment
  • Community development
  • Lifestyle, including diet, smoking and physical activity
  • Access to local health and other services
  • Accident and injuries
  • Mental health
  • Maternal, infant and child health
  • Older people
  • Tackling the major killers

The main purpose of this set of indicators was to help support local action to achieve the government national inequalities targets at the time for life expectancy and infant mortality, by highlighting information relevant to addressing the targets and assisting local areas with monitoring progress towards reducing health inequalities. The local basket of indicators has now been incorporated into the indicators portal at the NHS Information Centre.
