Programme Budgeting
Programme Budgeting is a well-established technique for assessing investment in disease areas rather than health service settings.
All PCTs in England have submitted an annual programme budgeting return since 2003/4. Expenditure is mapped to programmes of care, based on
medical conditions. A number of tools and resources have been developed to analyse programme budgeting data.

Spend and outcomes tool (SPOT)
- The APHO SPOT tool and factsheets use this Programme Budgeting data and overall indicators of health outcome by programme (where available) to present PCTs with an analysis of the impact of their expenditure. This allows easy identification of those areas which require priority attention, where relative potential shifts in investment opportunities will optimise local health gains and increase quality.
Health Investment Packs
- Health Investment packs have been produced as part of the QIPP Right Care national work stream. The packs use routinely available health intelligence to tell a story about how investment across a pathway is translated into health outcomes. Packs have been produced for all PCTs in England, focussing on a single outlier programme.
The PCT Intelligence Team has produced respiratory health investment packs for London PCTs to support clinicians in informing service redesign.
