The identification and charging of overseas visitors at NHS services in Newham: a consultation
In 2003 the UK Government announced proposals to tighten up existing legislation on the identification and charging of overseas visitors, patients who are not considered eligible to be ordinarily resident in the UK, at hospital services. New guidance was issued to NHS trust hospitals in April 2004 and in May 2004 a new set of regulations wee proposed with the aim of replicating hospital entitlement rules at NHS primary medical services. The consultation closed in 2004 and no response has yet been forthcoming from the Department of Health with respect to taking this issue forward.
Newham PCT commissioned the International Health Unit (IHU), Imperial College, to undertake a Consultation to further explore these issues in 2006, the primary aim being to investigate current charging procedures at hospitals and at primary medical services.
